Improvement of governmental policy in the field of educational migration: strategies for applying ntellectual potential in the Republic of Kazakhstan

Abstract

The goal of the research is to create a set of recommendations of implementing the policy of applying intellectual potential of the graduates of foreign universities in 7 Kazakhstan.To achieve the goal of the research, the following tasks have been identified and should be completed:  To study the theoretical aspects of educational migration, brain drain, brain gain, brain waste, the theory of human capital, research methodology;  To analyze the regulatory and legal documents of the Republic of Kazakhstan concerning education and science, state migration policy;  To reveal the readiness and engagement of graduates of foreign universities in development of social, cultural and economic spheres of Kazakhstan.
